Police said they had found evidence of arson after initial investigations, but didn't give any details. The fire broke out about 8:15pm on Monday in the eight-story residence in downtown Quzhou.
Eight men and one woman died at the scene while another two died after they had been rushed to hospital. Nine of the victims were Quzhou citizens, and two were from Fujian Province. The fire started in an apartment on the ground floor. Witnesses heard a loud bang and thought a gas cylinder may have exploded. The apartment was rented out to a local resident surnamed Zhang but it is not known if Zhang was among the dead.
